Bipartisan Infrastructure Law: Invasive Species - Prior Funding

Signed into law in November 2021, the Bipartisan Infrastructure Law (BIL), also known as Public Law 117-58 Infrastructure Investment and Jobs Act (IIJA) [PDF, 2.6 MB], provides ~$1.2 trillion in funding to federal agencies for work related to transportation, energy, water, internet, and natural-resources related infrastructure. This includes resources for the Departments of Agriculture (USDA), the Interior (DOI), and Commerce (DOC) that are directly or indirectly tied to invasive species management.

Division D Title VIII, Sec. 40804(b)06 of the law provides DOI and USDA’s U.S. Forest Service (FS) $100 million each for invasive species detection, prevention, and eradication, including conducting research and providing resources to facilitate detection of invasive species at points of entry and awarding grants for eradication of invasive species on non-Federal land and on Federal land. It also provides DOC’s National Oceanographic and Atmospheric Administration (NOAA) $2.96 billion to fund activities within 18 provisions in the areas of Climate Data and Services, Climate Ready Coasts, and Fisheries and Protected Resources. U.S. Department of the Interior (DOI)

In 2022, DOI allocated $18,525,500 of the funds identified for invasive species under Sec. 40804(b)6 to support more than 38 projects throughout the United States. During the remaining BIL authorization period, DOI will allocate funds for projects that support one or more of seven restoration and resilience goals that DOI established to leverage conservation impact across the Ecosystem Restoration Program under Sec. 40804.

U. S. Department of Agriculture – Forest Service (FS)

In 2022 the FS allocated $17,248,000 to fund over 50 invasive species projects across non-federal and National Forest System lands and to support research that will aid invasive species management. In 2023, the FS will allocate $18,135,000 to these activities. Allocations for the initiatives and funding areas in FY2022 and FY2023 are shown in the table below.

U.S. Department of Commerce – National Oceanic and Atmospheric Administration (NOAA)

A total of $1.467 billion ($293,400,000 annually) has been allocated to fund six provisions under NOAA's Climate Ready Coasts Portfolio. While there are no specific allocations for invasive species, such funds may be eligible for invasive species management activities.
