Agriculture Secretary Applauds Research Efforts in Blocking Spread of African Swine Fever Virus

Agriculture Secretary Tom Vilsack today applauded research and protection efforts underway at the U.S. Department of Agriculture’s (USDA) Agricultural Research Service (ARS) and Animal and Plant Health Inspection Service (APHIS) to prevent the spread of African Swine Fever virus, which has been causing devastating losses to the swine industry across the globe. "USDA agencies are working together to protect U.S. livestock from foreign and emerging animal diseases that could harm our economy and public health," said Secretary Vilsack. "I am proud of the extraordinary research underway at the Agricultural Research Service to develop vaccine candidates to prevent African Swine Fever virus. In addition, the Animal and Plant Health Inspection Service has done tremendous work to establish protection zones to safeguard the entire U.S. swine industry."
African Swine Fever (ASF) was originally detected in 2007 in the Republic of Georgia and is known to cause virulent, deadly disease outbreaks in wild and domesticated swine. Since the original outbreak, ASF has had a widespread and lethal impact on swine herds in various countries in Eastern and Central Europe and throughout Asia. Although the virus is causing profound economic losses to the swine industry, there have not been any U.S. outbreaks.

Spotted-wing drosophila (Drosophila suzukii), is an invasive fruit fly species that causes about $500 million in economic damage to fruit crops in the U.S. each year. A native to southeast Asia, it arrived in the U.S. in Hawaii in the 1980s and in the continental U.S. in California in 2008. It is now widespread through many parts of the U.S. and the world. In a new review article published last week in the Journal of Economic Entomology, Vaughn Walton, Ph.D., of Oregon State University and a multi-university team of experts have created a comprehensive look at how SWD management strategies are evolving to address these challenges.
The U.S. Department of Agriculture grant that funds part of Walton and colleagues SWD research stipulates that they work with industry influencers, and they have been doing this from the beginning. They bring technologies to industry and seek feedback on how well the technologies work in actual practice. "Federal funding is allowing us to listen to and serve our clients—the growers," Walton says. As the Journal of Economic Entomology paper details, many promising control strategies are being developed for this challenging and uniquely adaptable invasive species. With continued advances, researchers can hope that populations of SWD can be controlled and the damage they cause reduced.

The U.S. Department of the Interior’s Office of Insular Affairs (OIA) has announced $2,772,443 in Coral Reef and Natural Resources Initiative (CRNR) grant funds to protect coral reef resources in the U.S. territories and the freely associated states. The funding includes $1,541,421 that will support efforts to control and eradicate invasive species in the insular areas. Grants for fiscal year 2021 to combat invasive species have been awarded as follows:
- University of Guam for research and related efforts to counter the Coconut Rhinoceros Beetle - $866,423
- Micronesia Conservation Trust, a regional non-governmental organization, for the eradication, control, and management of invasive species in Kosrae, Chuuk, and Yap - $300,000
- Island Conservation, a non-profit organization, for the removal of invasive rats in Mili Atoll, Marshall Islands - $299,838
- Commonwealth of the Northern Mariana Islands Government for Sabana Pandanus Forest control and native trees restoration project - $75,160

Invasive Green Crabs Spreading on US West Coast Despite Lack of Genetic Diversity

The green crab, Carcinus maenas, is a widely distributed invasive species that eventually alters its new environment. It's assumed that such species have high genetic diversity, or a variety of characteristics allowing them to adapt and thrive. But the green crab has low genetic diversity, while still spreading rapidly in a new part of the world. A U.S. National Science Foundation-funded study led by Carolyn Tepolot of the Woods Hole Oceanographic Institution is investigating the adaptive mechanisms of the green crab along the west coast of North America, where it has shown extensive dispersal in the last decade despite minimal genetic diversity. The results are published in Molecular Ecology. The project is a collaboration among scientists at WHOI, Portland State University, the Smithsonian Environmental Research Center and the University of California, Davis.

Florida Eradicates Giant African Land Snail

This week, Florida Agriculture Commissioner Nikki Fried and the Florida Department of Agriculture and Consumer Services (FDACS) Division of Plant Industry (DPI), along with the U.S. Department of Agriculture (USDA), announced the eradication of the giant African land snail (GALS) from Broward and Miami-Dade counties. This eradication announcement marks only the second time this pest has been eradicated in the world, both in South Florida. For the past 11 years, the FDACS Division of Plant Industry has worked toward eradication through multiple rounds of visual surveys and inspections, K-9 detector dog surveys and inspections, manual collection and treatment programs. In total, 168,538 snails were collected from 32 core population areas comprised of thousands of properties.
The giant African land snail is a highly invasive agricultural pest, known to feed on over 500 varieties of plants. They also pose a risk to humans and animals by carrying rat lung worm, a parasite that can cause meningitis in humans. Both the USDA and DPI will continue to remain vigilant in their commitments to safeguard American agriculture through surveys, early detection, and rapid response. The public should continue to watch for the snails and report suspects to the FDACS-DPI hotline at 1-888-397-1517.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is issuing a Federal Order that expands the existing imported fire ant (IFA) quarantine areas in North Carolina and Tennessee. APHIS is taking this action to prevent the interstate spread of IFA. APHIS is taking these actions based upon verification from the North Carolina Department of Agriculture and Consumer Services and the Tennessee Department of Agriculture’s Division of Consumer and Industry Services that IFA is present and established in the areas listed.

MDARD Proposes Exterior Firewood Quarantine to Protect Michigan Trees and Forests from Invasive Species

The Michigan Department of Agriculture and Rural Development (MDARD) is proposing an Exterior Firewood Quarantine [PDF, 192 KB] to prevent the introduction of unwanted plant pests and diseases into Michigan. Public comments on the proposal were due on November 19, 2021. Over 140 pests and diseases can be moved by firewood, including Asian long-horned beetle, mountain pine beetle and spotted lanternfly. These pests are not known to exist in Michigan but could be accidentally brought into the state by travelers transporting firewood.
Members of the public interested in providing feedback on this proposed quarantine can submit their comments to Mike Bryan, MDARD Export and Compliance Specialist by emailing BryanM@Michigan.gov. The deadline for comments is Friday, November 19, 2021. Additional information is available at Michigan.gov/Invasives and on MDARD's plant pest quarantine webpage.

The U.S. Department of the Interior's Office of Insular Affairs (OIA) has announced $4,095,922 million in Brown Tree Snake Control program fiscal year (FY) 2021 funding as administered through the Technical Assistance Program. An additional amount of $1,791,421 from Coral Reef and Natural Resources FY 2021 funds was also announced earlier this year for the purpose of controlling and mitigating other invasive species in the Insular Areas besides the brown tree snake. "Islands are particularly vulnerable to invasive species that disrupt natural, long-standing biological processes and threaten our unique, island eco-systems," said Deputy Assistant Secretary Keone Nakoa. "Each year, OIA provides significant funds to critical efforts seeking to help restore balance."
The Brown Tree Snake Control program FY 2021 funding was divided among several governments and federal partners to include Guam, the Commonwealth of the Northern Mariana Islands (CNMI), Hawai'i, U.S. Department of Agriculture (USDA), and the Department of the Interior. Insects and diseases that are damaging and killing trees across the contiguous United States are reducing the ability of the nation's forests to capture and store climate-changing carbon dioxide, according to a new study. The study – published in the journal Frontiers in Forests and Global Change – found that forests damaged by insects sequestered 69% less carbon than undamaged forests. Those affected by disease sequestered 28% less carbon. In total, the study found that the damage currently being caused by insects and diseases across the contiguous US is reducing the sequestration potential of America’s forests by roughly 50 million tons of carbon dioxide each year – the equivalent of emissions from more than 10 million cars.

CABI has highlighted the top 20 crop pests and diseases for possible prioritization in the Eastern Caribbean as part of a special presentation given to the Caribbean Plant Health Directors Forum (CPHD) aimed at strengthening food security in the region and further afield. Dr Yelitza Colmenarez, CABI’s Centre Director, Brazil, told the conference of CPHD – with the participation of key partners including the FAO, IICA, OIRSA, USDA-APHIS, CIRAD, CARDI, CAHFSA and CABI Member Countries from the Caribbean – that the introduction of new pest and pathogen species are a serious threat to food security within the Organisation of Eastern Caribbean States (OECS) and globally. With the help of a range of CABI tools and platforms, including the Crop Protection Compendium, Invasive Species Compendium, Horizon Scanning Tool and Pest Risk Analysis Tool, Dr. Colmenarez says 20 key insects, bacteria, fungus and viruses pose a particular threat that needs to be identified, monitored and mitigated.

Argentine black and white tegus have spread and established populations in and around Florida at a rapid and growing rate demonstrating critical implications for native wildlife, numerous natural areas, and even restoration efforts for Everglades National Park. UF scientists at the Institute of Food and Agricultural Sciences (UF/IFAS) and partnering agencies have co-authored the “Growth and Spread of the Argentine Black and White Tegu Population in Florida” illustrating the depth and breadth of the tegu problem. Invasive species cause biodiversity loss and about $120 billion in annual damages in the U.S. alone. Despite plentiful evidence showing that invasive species can change food webs, how invaders disrupt food webs and native species through time has remained unclear. Now, thanks to a collaborative study conducted by researchers representing the University of Montana's Flathead Lake Biological Station (FLBS), U.S. Geological Survey (USGS), and Montana Fish, Wildlife & Parks, there is new insight into how invasive species progressively affect native food webs.

APHIS Issues Supplemental Environmental Assessment for the Spotted Lanternfly Program

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) has completed a supplemental environmental assessment (EA) required under the National Environmental Policy Act for its spotted lanternfly program. The previous EA for the spotted lanternfly program was finalized in June 2020 and included control and monitoring activities in the mid-Atlantic Region, Kentucky, North Carolina, and Ohio.
The spotted lanternfly may occur on a variety of plant species, including tree-of-heaven, grapevine, stone fruits (apricot, cherry, nectarine, peach, and plum), and other tree species (apple, oak, pine, poplar, and walnut). If allowed to spread, this pest may be harmful to grape, apple, peach, stone fruit, and logging industries. APHIS Establishes an Oriental Fruit Fly (Bactrocera dorsalis) Quarantine in Santa Clara County, California

Effective September 30, 2021, the Animal and Plant Health Inspection Service (APHIS) and the California Department of Food and Agriculture (CDFA) established an Oriental fruit fly (Bactrocera dorsalis or OFF) quarantine in the San Jose area of Santa Clara County, California. This action is in response to the confirmed detections of six adult male OFF from the San Jose area by CDFA between September 13 and September 24, all from traps in various types of fruit trees in residential areas. By October 4, CDFA confirmed the seventh male OFF in the vicinity of the earlier finds, which expanded the quarantine further. The establishment of this quarantine area is reflected on the APHIS website, which contains a description of all current Federal fruit fly quarantine areas.

New Zealand Parliamentary Commissioner for the Environment, Simon Upton, is calling for the Government to lift its game in protecting native ecosystems from the thousands of exotic plants spreading throughout Aotearoa New Zealand. “Rampaging weeds pose a deadly threat to our native ecosystems by smothering, outcompeting and preventing regeneration of native plants,” the Commissioner says in a report released today. The report, Space invaders: A review of how New Zealand manages weeds that threaten native ecosystems, explains that protecting our native ecosystems from being overrun by weeds not only helps our native taonga plants, but also saves crucial habitat our taonga fauna need to survive.

Native to Europe, Yellow toadflax and Dalmatian toadflax can typically be found on roadsides, grasslands and in crop fields. Like many other weeds, toadflaxes have been introduced to North America as decorative plants but they are now having adverse effects. Whilst these weeds may look pretty and provide decorative appeal, they soon escape cultivation and can cause some serious problems. The PA Department of Agriculture added Japanese Barberry, or Berberis thunbergii, to a list of noxious weeds — plants that cannot be legally sold or cultivated in the state. The popular, non-native, ornamental shrub forms dense, prickly thickets that crowd out plants and disrupt native ecosystems. It is also thought to harbor black-legged ticks that spread lyme disease. The ban on sale and cultivation took effect October 8, 2021. Enforcement of the ban will be phased in over two years to allow time for nurseries to eliminate it from their stock, find non-harmful alternatives, and develop seedless, sterile varieties that pose less threat to the environment and agriculture. Landscape and nursery businesses will receive notices of the timeline, procedures and exemption process for sterile varieties. Property owners should consider eliminating the shrubs on their land.
Effective October 8, 2021, the department added two other plants to the noxious weed list: garlic mustard, Alliaria petiolata, and Japanese stiltgrass, Microstegium vimineum. These plants are generally not sold in nurseries but are invasive and common in Pennsylvania. Landowners with these plants on their property are encouraged to remove them.
