The NPS I&M Program, in collaboration with the U.S. Geological Survey (USGS) Status and Trends Program, compiled this document to provide guidance and insight to parks and other natural areas engaged in developing early-detection monitoring protocols for invasive plants. While several rapid response frameworks exist, there is no consistent or comprehensive guidance informing the active detection of nonnative plants early in the invasion process. Early-detection was selected as a primary focus for invasive-species monitoring because, along with rapid response, it is a key strategy for successful management of invasive species.

  • Economic Impact of IAS in the Caribbean: Case Studies

    • To date no studies have been undertaken on the costs and benefits of IAS management in the Caribbean. This may partly explain why there has been negligible funding to combat the onslaught of these exotic species in the region. As a result it was decided to provide individuals involved in the UNEP-GEF Project, "Mitigating the Threats of Invasive Alien Species in the Insular Caribbean" with training and an opportunity to undertake Cost-Benefit Analyses (CBAs) on some selected IAS. The CBAs undertaken and reported in this publication clearly demonstrates that the benefits of managing IAS outweigh the costs.

Data on management activities came from publicly available information, was analyzed with respect to climate-change effects, and was reviewed by managers. This report also analyzes state and regional AIS management plans to determine their capacity to incorporate information on changing conditions generally, and climate change specifically. As a result, there is an urgent need to not only center climate adaptation in conservation policy and practice, but for adaptation responses to be bolder and more innovative.     • The National European Green Crab (EGC) Management and Control Plan was developed by a multi-agency European Green Crab Working Group for implementation by the Aquatic Nuisance Species Task Force following final approval.

      The purpose of the 2023 EGC plan is to provide guidance for efforts to prevent future introductions, to rapidly detect and respond to new invasions of EGC before they become established and create ecological and economic damage, and to manage current populations that pose an undue threat to resources of importance for ecosystems and local cultures. The 2023 EGC plan proposes to update the 2002 plan by providing a more focused set of approaches for future management, based on significant changes in the distribution of EGC, new technologies available for identifying sources and mechanisms of spread, better information regarding the tradeoffs for different management efforts, and new methods for data management and sharing. The 2023 EGC plan also describes current strategies for coordinating the activities of scientists, resource agencies, Tribal and First Nation organizations, and other entities.

  • Marine Debris as a Potential Pathway for Invasive Species

    • There is mounting concern over the increase in debris in our ocean and the potential for that debris to assist in the spread of non-native species. While the pathways associated with global shipping draw the greatest amount of attention regarding marine invasives, the purpose of this paper is to consider the potential role that marine debris may play in introducing non-native species that may become invasive. This report reviews the scientific literature that exists on the subject and identifies areas where more research is needed.

    • A new scientific report, Summary for Policymakers of the Thematic Assessment Report on Invasive Alien Species and their Control of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, offers the most exhaustive look yet at how nonnative plants and animals can drive extinctions, disrupt food systems and harm human health. The report was compiled by 86 experts from 49 countries, who drew on thousands of scientific studies and contributions from Indigenous people and local communities. Key points:

  • Of Bees and Blooms: A New Scorecard For Selecting Pollinator-Friendly Plants in Restoration

    • Bees are declining in the U.S. and with them the pollination services on which people and wildlife depend. Several national forests have begun to include habitat restoration for bees in their forest plans. Justin Runyon, a Rocky Mountain Research Station research entomologist, and Montana State University scientists identified the most pollinator-friendly plants to include in seed mixes for use in restoration projects in the Northern Rockies.

      The researchers developed a scorecard that managers can use to select pollinator-friendly mixes based on local factors such as budget, habitat type, or plant availability.
