The National Plant Disease Recovery System (NPDRS) is called for in Homeland Security Presidential Directive Number 9 (HSPD-9) which was issued in February of 2004. The purpose of the NPDRS is to ensure that the tools, infrastructure, communication networks, and capacity required to mitigate the impact of high consequence plant disease outbreaks are such that a reasonable level of crop production is maintained in the U.S.
These recovery plans are a cooperative effort of university, industry, and government scientists. The plans outline what the scientists know about the disease, indicate the current preparedness, suggest the best IPM approach, and recommend priority research and education needs. The United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) has developed a publicly available dashboard that displays the results from nation-wide avian influenza virus (AIV) monitoring in wild bird populations. Data presented in the dashboard can identify increased AIV risk and can provide information to poultry producers, wildlife managers, and members of the public on AIV activity in their area. Agricultural Research Service (ARS) researchers in Florida have developed “attract-and-kill” traps to control Asian citrus psyllids in the suburbs where citrus trees are popular landscape plantings.

The New York State Department of Environmental Conservation (DEC) today announced that Beech Leaf Disease (BLD), which affects all species of beech trees, was identified in 35 counties in New York State to date. DEC began tracking BLD in 2018 after it was confirmed in Chautauqua County. Fourteen of the counties with BLD were confirmed in 2022, and more are likely to be identified. At this time there are no specific recommendations for managing trees that are infected with BLD, however, DEC encourages the public to report potential BLD infections using iMapInvasives to help track the disease while research is ongoing. The U.S. Department of Agriculture’s (USDA) National Institute of Food and Agriculture (NIFA) announced today an investment of nearly $11 million for research to combat Huanglongbing (HLB), commonly known as citrus greening disease. HLB, caused by an insect bacterium, is the most severe threat to global citrus production.
Launched in 2015, the North American Bat Monitoring Program (NABat) is a continental program that monitors bats at local and range-wide scales. NABat monitoring efforts focus on the 46 species of bats shared by Canada, the United States and Mexico. NABat provides reliable data to promote effective conservation and long-term viability of bat populations and is jointly led by the U.S. Fish and Wildlife Service and the U.S. Geological Survey. Participating members include U.S. Forest Service, National Park Service and other federal, state and provincial agencies in the U.S. and Canada, local and regional agencies, native Tribes, academic institutions, businesses and conservation organizations.
