The National Plant Disease Recovery System (NPDRS) is called for in Homeland Security Presidential Directive Number 9 (HSPD-9) which was issued in February of 2004. The purpose of the NPDRS is to ensure that the tools, infrastructure, communication networks, and capacity required to mitigate the impact of high consequence plant disease outbreaks are such that a reasonable level of crop production is maintained in the U.S.
These recovery plans are a cooperative effort of university, industry, and government scientists. The plans outline what the scientists know about the disease, indicate the current preparedness, suggest the best IPM approach, and recommend priority research and education needs.

Thousand Cankers poses a serious threat to the health of black walnut trees. The Kansas Department of Agriculture, Kansas Forest Service and K-State Research and Extension need your help to help stop the introduction, and to limit the spread, of this disease in Kansas. We are deeply concerned that if it reaches the native range of black walnuts in central and eastern Kansas, we may lose this tree in our urban and native forests.

On Aug. 9, 2011, the department in cooperation with the U.S. Department of Agriculture and Penn State Cooperative Extension confirmed the presence of Thousand Cankers Disease in black walnut trees in Bucks County. Since this pest complex cannot be eradicated in Pennsylvania, and since black walnut is of high value to the forest products industry and to forest and urban ecologies, the Pennsylvania Department of Agriculture is joining with state and federal agencies and Penn State Cooperative Extension to slow the spread of TCD in the state through monitoring and quarantine.
