Effective May 11, 2021, the Animal and Plant Health Inspection Service (APHIS) and the New York State Department of Agriculture and Markets (NYS AGM) expanded the European cherry fruit fly (ECFF) quarantine to include all of Monroe County and Wayne County and a small portion of northwestern Ontario County, New York. With this expansion, the ECFF quarantine now includes all of Erie, Monroe, Niagara, Orleans, and Wayne Counties. This action is necessary to prevent the spread of ECFF to non-infested areas of the United States, while maintaining commercial cherry production and marketing within the state. The APHIS website reflects the expansion of this quarantine and contains a description of all the current federal fruit fly quarantine areas.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is removing 45,562.067 acres from the golden nematode (GN) regulated area in Suffolk County, New York and refining the global positioning system (GPS) points for the descriptions of the regulated area in the town of Oyster Bay in Nassau County, New York. APHIS is removing these areas based on survey results and other criteria in the "Canada and United States Guidelines on Surveillance and Phytosanitary Actions for the Potato Cyst Nematodes, Globodera rostochiensis and Globodera pallida”.
Since 2010, APHIS, working closely with the New York State Department of Agriculture and Markets (NYS AGM), has removed 1,186,693.79 acres from the GN-regulated area in New York. APHIS and NYS AGM have an active control and mitigation program in place to prevent GN from spreading from the remaining 101,955.27 acres, including 5,945 GN-infested acres in eight New York counties. Canada's coasts and waterways are vital to our environment, livelihoods, and economy, and must be protected. Ballast water, which helps keep vessels stable in the water, can accidentally introduce and spread aquatic invasive species, like the zebra mussel, if released in the water untreated. To further protect Canadian waters, the Government of Canada is taking action to limit the introduction and spread of aquatic invasive species in ballast water. Today, the Canadian Minister of Transport announced the coming into force of the new Ballast Water Regulations to strengthen existing rules for vessels on international voyages and the introduction of new rules for vessels which remain in Canada and on the Great Lakes. These regulations, which replace the Ballast Water Control and Management Regulations, apply to vessels in Canadian waters and to Canadian vessels anywhere in the world. Vessels are now required to:
- plan their ballast water management and reduce the number of organisms in their ballast water, typically by installing a ballast water management system; and
- carry a valid certificate, keep records, and be regularly surveyed and inspected. Smaller vessels may follow an equivalent approach tailored to their operations and size.

The New York State Departments of Environmental Conservation (DEC) and Agriculture and Markets (DAM) today announced that although freezing temperatures will kill off adult spotted lanternflies (SLF), the public is urged to stay vigilant and report overwintering egg masses. In the fall, SLF will lay their eggs on any flat surface such as vehicles, firewood, outdoor furniture, stone or other items which can be inadvertently transported to new areas. If this insect becomes established in New York, it could impact New York's forests, agricultural and tourism industries. "To date, there has not been a documented spotted lanternfly infestation in New York, but I encourage the public to stay aware and be ready to report egg masses or other signs of this insect to help prevent infestations," said DEC Commissioner Basil Seggos.
Assistance from the public is crucial in limiting the movement of SLF and protecting New York's natural resources. DEC and DAM are urging the public to inspect outdoor items such as vehicles, outdoor furniture and camping equipment for egg masses or insects, and report any sightings by sending photos and location information to firstname.lastname@example.org. Anyone that visits locations of SLF quarantines in other states should look for and remove insects and egg masses on items before leaving those areas. APHIS is taking this action to prevent the interstate spread of IFA. APHIS is taking these actions based upon verification from the North Carolina Department of Agriculture and Consumer Services and the Tennessee Department of Agriculture’s Division of Consumer and Industry Services that IFA is present and established in the areas listed. A cozy campfire for summer days, a warm fireplace for winter evenings– the use of firewood is an "established cultural norm". However, moving firewood from place to place can have devastating consequences, as it can spread forest pests that decimate forests to collectively cost an estimated $4.2 – $14.4 billion per year. In order to better address the problem of people moving firewood and vectoring forest pests, Solano and colleagues examined trends and gaps in the existing literature on firewood and human-mediated forest pest movement in North America. The existing literature demonstrates the risk of firewood movement, but fails to address the level of awareness the public has on such risks, or the level of effectiveness of firewood regulations to prevent forest pest spread.
On December 4, the Minister of Environment and Climate Change and Minister responsible for Parks Canada, the Honourable Steven Guilbeault, announced federal investments of $14.7 million over the next five years for conservation projects to prevent and manage aquatic invasive species in Banff, Jasper, Kootenay, Waterton Lakes and Yoho national parks.
The mountain national parks are particularly vulnerable to aquatic invasive species due to the high amount of water recreationists who visit each year. Aquatic invasive species alter aquatic ecosystems, cause irreversible damage, impact vulnerable species at risk, and spread downstream beyond park boundaries through the interconnected river systems. Of particular concern for the mountain national parks are invasive mussels, which deplete available nutrients and in turn affects the entire food web by altering water chemistry and quality, as well as the parasite that causes whirling disease, which leads to skeletal deformities for native species. This investment will help address major threats to aquatic ecosystems by funding programs to prevent and educate against the spread of aquatic invasive species.

Montana’s economy could see more than $230 million in annual mitigation costs and lost revenue if invasive mussels become established in the state, according to a report released by the Montana Invasive Species Council (MISC). Commissioned by MISC and completed by the University of Montana Flathead Biological Station, the economic impact study provides “a snapshot of projected direct costs to affected stakeholders dependent on water resources,” said Bryce Christiaens, MISC chair. “It does not reflect the total economic impact to the state, which would be considerably higher.” View a one-page fact sheet (PDF | 484 KB) or the full report (PDF | 4.0 MB).
Idaho watercraft inspectors have identified zebra mussels on a commercially hauled sailboat destined for Lake Coeur d’Alene in the state’s northern panhandle, marking the first time the invasive species has been found live this year.

In May of 2018, the National Veterinary Services Laboratory in Ames, Iowa confirmed the finding of the Haemaphysalis longicornis tick (otherwise known as the East Asian or Longhorned tick) in Virginia. It was previously unknown in the state, but since then has been detected in 24 counties, mostly in the western part of the state. "The tiny tick can appear on cows, horses and other livestock," said State Veterinarian Dr. Charles Broaddus. "In addition to being a nuisance, they also can be a health risk, especially to newborn or young animals." If you believe you have found the Longhorned tick, notify your local office of the Cooperative Extension Service.
Wildlife Forever and Major League Fishing (MLF) announced that the two organizations have signed an important Memorandum of Understanding (MOU) to combat the spread of invasive species. The new MOU will work to integrate Clean Drain Dry communications and marketing through tournament operations, angler education, and community outreach. Professional anglers are ambassadors for the fishing industry but also key conservationists in working to protect the sport. Integrating the Clean Drain Dry Initiative brand with professional anglers will give them the right tools to prevent spread and inspire their followers and fans to do the same.

The Montana Department of Agriculture (MDA) has issued an emergency quarantine order to protect against the introduction and spread of the emerald ash borer (EAB), a destructive wood-boring beetle that has already killed millions of ash trees in North America. The order was motivated by the removal of federal domestic quarantine regulations by the United States Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS). "It is important that we remain vigilant and do everything in our power to make sure that the emerald ash borer doesn’t find a way into Montana," said MDA Director Mike Foster. "This quarantine order protects the green ash woodland resources in eastern Montana that provide habitat for many wildlife species as well as economic benefits to livestock producers and rural communities."
Montana’s emergency quarantine order restricts EAB from entering the state in any form, as well as the movement of live ash trees, parts of ash trees capable of harboring live EAB, and any other articles determined potentially hazardous. MDA will accept public comment regarding the quarantine order until February 26, 2021.

The Montana and Washington invasive species councils have joined forces to stop wild pigs from crossing borders. The two councils issued a report with recommendations and best management practices aimed at helping federal, state, provincial and local landowners manage wild pigs in the western United States and Canada. "Wild pig populations are expanding in the western provinces of Canada and in the United States." said Stephanie Criswell, coordinator of the Montana Invasive Species Council. "We are at a unique point in time where we can work together to prevent Canadian wild pigs from spreading across borders into unaffected states like Montana."
In early 2020, the two invasive species councils convened a working group of more than 40 federal, state and Canadian feral swine experts to discuss challenges and opportunities to prevent feral swine along interstate and international borders. Finalized this month, the report includes 22 recommendations that address five strategic areas of feral swine management. Recommendations include standardizing communications to the public, expanding monitoring networks by partnering with non-traditional organizations such as hunting groups, and formalizing notification protocols for reports that will be shared between state and provincial authorities along the international border. On Sunday, June 27, watercraft inspection stations in eastern Montana intercepted two boats entering the state carrying invasive mussels, making it the 35th and 36th mussel-fouled boats intercepted this year. This surpasses the total number of 35 mussel-fouled boats intercepted in 2020.
Fish, Wildlife & Park staff reminds anyone transporting motorized or nonmotorized boats into Montana that an inspection is required before launching, and stopping at ALL open watercraft inspection stations is required. Failing to stop at an inspection station can result in a fine of up to $500. Many residents of western states, including Montana, are buying boats out of the Midwest or southwestern U.S., where invasive mussels are common. The record number of interceptions is a reminder for people purchasing boats from other states to clean, drain and dry the vessel.

Invasive species cause biodiversity loss and about $120 billion in annual damages in the U.S. alone. Despite plentiful evidence showing that invasive species can change food webs, how invaders disrupt food webs and native species through time has remained unclear. Now, thanks to a collaborative study conducted by researchers representing the University of Montana's Flathead Lake Biological Station (FLBS), U.S. Geological Survey (USGS), and Montana Fish, Wildlife & Parks, there is new insight into how invasive species progressively affect native food webs.

Aquatic invasive species inflict millions of dollars of ecological and economic damage to the Great Lakes, with impacts on coastal industries, water quality, native fish and wildlife and human health. Recently, Blue Accounting, in partnership with state and federal agencies, launched a new suite of web-based resources and tools to support early detection of aquatic invasive species in the Great Lakes. The earlier new aquatic invasive species are detected, the easier and less expensive it is to avoid potentially devastating consequences of a large invasion. The new tools released by the Blue Accounting initiative help target efforts to focus on high-risk species and locations across the 11,000 miles of shoreline and 94,000 miles of surface area that make up the Great Lakes basin.

For landscapes plagued by autumn olive or entangled in oriental bittersweet, a new website offers help identifying and managing woody invasive plants like these. WoodyInvasives.org, developed by the Woody Invasives of the Great Lakes Collaborative, contains a wealth of information about how to distinguish woody invasive species from similar beneficial plants, an interactive map showing how these species are regulated by Great Lakes jurisdictions, detailed management approaches and noninvasive woody plant ideas for gardeners and landscape designers. "We developed the WIGL Collaborative website to help people learn to identify the woody invasive plants around them and to feel empowered to start controlling them on their properties or in their favorite green places," said Clair Ryan, coordinator of the Midwest Invasive Plant Network, the organization leading the effort.
