Pennsylvania Fish and Boat Commission.

The Pennsylvania Fish and Boat Commission (PFBC) is urging anglers to report and dispose of any invasive Northern Snakehead fish that may be caught in the lower Susquehanna River. This advisory follows the documented movement of 21 Northern Snakeheads past the Conowingo Dam into the Conowingo Pool, a 14-mile-long section of the Susquehanna River located between the Conowingo Dam in Maryland and the Holtwood Dam in Pennsylvania. Anglers are reminded that possession, transport, and importation of a live snakehead is unlawful in both Pennsylvania and Maryland. Any of these invasive fish that are caught should be killed and disposed of properly or consumed. Anglers who suspect they have caught a snakehead are encouraged to NOT release it, and report it to the PFBC at (610) 847-2442 or by sending an email to tgrabowski@pa.gov. USDA. Animal and Plant Health Inspection Service.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is removing a portion of Harris County within the Braeswood area of Houston, Texas, from citrus canker regulations. The successful partnership between APHIS and the Texas Department of Agriculture (TDA) has resulted in a citrus canker-free status in this area since 2016.

On May 20, 2016, APHIS confirmed the positive identification of citrus canker in two adjacent sour orange trees in a city park in the Braeswood area of Houston, in Harris County, Texas. TDA removed and destroyed both positive citrus canker trees. TDA established an intrastate quarantine area for citrus canker that paralleled the federal citrus canker regulatory requirements specified in 7 Code of Federal Regulations (CFR) 301.75. APHIS completed a comprehensive delimiting survey around the area and found no additional citrus trees positive for citrus canker within the survey area. The removal of this quarantine area is reflected on the APHIS website, which also contains a description of all the current federal citrus canker quarantine areas.

Maine Department of Agriculture, Conservation & Foresty.

The Maine Department of Agriculture, Conservation and Forestry has announced an addition to the state's invasive species list. Beech leaf disease, leading to the decline and mortality of beech trees from Ohio to southern New England, has arrived in Maine's forests. The disease was confirmed in leaf samples from a forest in Lincolnville (Waldo County) by Dr. Robert Marra of the Connecticut Agricultural Experiment Station. The Maine Forest Service is asking the public's help in identifying additional areas impacted by beech leaf disease. If you suspect you have found affected leaves submit photos using the MFS tree ailment form, email foresthealth@maine.gov, or call (207) 287-2431. Photos should include a clear shot of the underside of an affected leaf or leaves. However, please report concerns even if photos cannot be provided.

Michigan Department of Natural Resources.

The Michigan departments of Natural Resources and Agriculture and Rural Development today announced the addition of beech leaf disease to the state's invasive species watch list. Invasive species on the watch list have been identified as posing an immediate or potential threat to Michigan's economy, environment or human health. These species either have never been confirmed in the wild in Michigan or have a limited known distribution. Beech leaf disease is associated with the microscopic worm Litylenchus crenatae, a nematode that enters and spends the winter in leaf buds, causing damage to leaf tissue on American beech and European and Asian beech species. Infestations result in darkened, thick tissue bands between leaf veins, creating a striped effect on the leaves, leaf distortion and bud mortality. Trees weakened by leaf damage become susceptible to other diseases and can die within six years. Beech leaf disease has not been found in Michigan. The disease was first discovered in Ohio in 2012. Since then, it has been identified in seven eastern states and Ontario.

Texas Parks and Wildlife Department.

The Texas Parks and Wildlife Department is proposing changes to regulations regarding harmful or potentially harmful fish, shellfish and aquatic plants. The proposed changes significantly reorganize the existing rules to enhance accessibility, meet the changing needs of the regulated community, and address current and potential future threats posed by these exotic species. The proposed rules will be published in the Texas Register no later than Friday, Oct. 2. At that time, comments on the changes can be provided on the TPWD public comment page until Monday, Nov. 9. The TPW Commission will take public comment on the proposed changes at their meeting on Tuesday, Nov. 10 in Austin. Michigan Department of Natural Resources.

The Michigan departments of Environment, Great Lakes, and Energy and Natural Resources confirmed a report of didymo, a nuisance freshwater alga, in a stretch of the Upper Manistee River in Kalkaska County. Also known as rock snot despite its coarse, woolly texture, didymo can grow into thick mats that cover the river bottom. The Manistee River finding marks the first detection of didymo blooms in the Lower Peninsula. In 2015, extensive mats of didymo were found on the Michigan side of the St. Marys River near Sault Ste. Marie in the Upper Peninsula.

If you observe didymo in the water, either as small, cotton ball-sized patches or thick blankets with rope-like strings that flow in currents, take photos, note the location and report it by using the Midwest Invasive Species Information Network, available online at MISIN.MSU.edu or as a downloadable smartphone app. The MISIN smartphone app will take a GPS location point if a report is made at the site; it also will allow you to upload photos with a report. USDA. Animal and Plant Health Inspection Service.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is issuing a Federal Order (Oct 14, 2021; PDF | 171 KB) that expands the existing imported fire ant (IFA) quarantine areas in North Carolina and Tennessee. APHIS is taking this action to prevent the interstate spread of IFA. APHIS is taking these actions based upon verification from the North Carolina Department of Agriculture and Consumer Services and the Tennessee Department of Agriculture’s Division of Consumer and Industry Services that IFA is present and established in the areas listed. Duke University. Nicholas School of the Environment.

Coastal marshes that have been invaded by feral hogs recover from disturbances up to three times slower than non-invaded marshes and are far less resilient to sea-level rise, extreme drought and other impacts of climate change, a new study led by scientists at Duke University and the University of Massachusetts Boston (UMB) finds. "Under normal circumstances, marshes can handle and recover from drought or sea level rise, given time, but there is no safety net in place for hog invasions," said Brian Silliman, Rachel Carson Distinguished Professor of Marine Conservation Biology at Duke, who co-authored the study.

Vermont Agency of Agriculture, Food, and Markets.

Many people in Vermont are encountering gypsy moths (GM) for the first time. This invasive species arrived in the United States over 100 years ago and has been expanding its range ever since. They can be significant defoliators (leaf eaters) of trees and shrubs. They prefer oak trees, but when there are a lot of caterpillars around they will eat any type of leaf, including maple and pine. Vermont has not seen an outbreak of GM since 1991. At that time a fungus called Entomophaga maimaiga became prevalent in the area and significantly decreased the GM population. But the dry weather that we’ve experienced over the last few years has not been good for fungi, and the absence of fungi has allowed the GM numbers to increase.

University of Texas at Austin.

The cactus moth has a wingspan of only about an inch, but this invasive insect has the potential to cause largescale agricultural and ecological devastation in Texas, according to the first study of cactus moths in Texas. Researchers at The University of Texas at Austin's Invasive Species Project based at Brackenridge Field Laboratory in Austin have found that four native species of prickly pear cactus — and the species that rely on them — face a serious health threat from the moth.

Texas Parks and Wildlife Department.

The Texas Parks and Wildlife Department (TPWD) received a report in late June that an invasive silver carp had been spotted in Choctaw Creek, a Texas tributary of the Red River approximately 15 miles downstream from Lake Texoma. "These are the first reports of silver carp from Texas waters, although they have previously been found in other areas of the Red River including just downstream from Lake Texoma in Oklahoma waters in 2019," said Dan Bennett, TPWD fisheries management biologist. "Invasive carp pose a significant risk to Lake Texoma’s ecosystem and boaters and there is adequate flow and upstream river area for them to become established and reproduce in the lake if introduced."

Anyone who catches either silver or bighead carp in Texas waters is asked to report the sighting with location information and photos to AquaticInvasives@tpwd.texas.gov. Silver and bighead carp are prohibited exotic species in Texas and must be killed upon possession by beheading, gutting, gill-cutting or other means or placed on ice. Neither species can be possessed live.

Maine Department of Agriculture, Conservation, and Forestry.

The Maine Department of Agricultural, Conservation and Forestry (DACF) announced finding egg masses of the invasive spotted lanternfly (SLF) on trees in Maine communities and is urging residents to report any sign of the invasive pest. The egg masses were found on trees from Pennsylvania, where SLF is established and planted in Boothbay, Freeport, Northeast Harbor, and Yarmouth. DACF urges anyone who received goods or materials, such as plants, landscaping materials, or outdoor furniture, from a state with a known SLF infestation to carefully check the materials, including any packaging, for signs of SLF. If any life stages of SLF are found, residents should take a photo or collect the specimen and report any pest potential sightings to bugwatch@maine.gov. Residents should look for large, gray insects, about one inch long, with black spots and red underwings, or inch-long, rectangular yellowish-brown egg masses covered with a gray waxy coating.

Because no live SLF has been found in Maine, there is currently no evidence that SLF has become established. The DACF Horticulture Program has inspected all the suspect trees and asks the homeowners and landscape companies to keep an eye on the areas where egg masses were found to confirm that no live populations are present. Spotted lanternfly has not previously been found in Maine.

Virginia Department of Agriculture and Consumer Services.

In May of 2018, the National Veterinary Services Laboratory in Ames, Iowa confirmed the finding of the Haemaphysalis longicornis tick (otherwise known as the East Asian or Longhorned tick) in Virginia. It was previously unknown in the state, but since then has been detected in 24 counties, mostly in the western part of the state. "The tiny tick can appear on cows, horses and other livestock," said State Veterinarian Dr. Charles Broaddus. "In addition to being a nuisance, they also can be a health risk, especially to newborn or young animals." If you believe you have found the Longhorned tick, notify your local office of the Cooperative Extension Service.

Michigan Department of Agriculture and Rural Development.

The Michigan Department of Agriculture and Rural Development (MDARD) is proposing an Exterior Firewood Quarantine (PDF | 192 KB) to prevent the introduction of unwanted plant pests and diseases into Michigan. Public comments on the proposal are due by Friday, November 19, 2021. Over 140 pests and diseases can be moved by firewood, including Asian long-horned beetle, mountain pine beetle and spotted lanternfly. These pests are not known to exist in Michigan but could be accidentally brought into the state by travelers transporting firewood.

Michigan Department of Natural Resources.

The governors of Illinois and Michigan today agreed to work jointly to protect the Great Lakes from invasive Asian carp species. Gov. Gretchen Whitmer and Gov. JB Pritzker today announced an intergovernmental agreement between the Illinois Department of Natural Resources (IDNR) and the Michigan Department of Natural Resources (MDNR) which allows Illinois to use up to $8 million in funds appropriated in 2018 by the Michigan Legislature to support the pre-construction engineering and design (PED) phase of the Brandon Road Ecosystem Project. Further strengthening the path forward, the State of Illinois also signed a separate PED agreement with the U.S. Army Corps of Engineers for the initial Brandon Road design. The state will serve as the non-federal sponsor, agreeing to help fund design of a portion of the project and to further advance full project design efforts to approximately 30 percent completion.

The Brandon Road Lock and Dam in the Chicago Area Waterway System near Joliet, Illinois, is a critical pinch point for keeping bighead, silver and black carp – the invasive Asian carp species of greatest concern – out of the Great Lakes. The Brandon Road project would install layered technologies including an electric barrier, underwater sound, an air bubble curtain and a flushing lock in a newly engineered channel designed to prevent invasive carp movement while allowing barge passage.

Michigan Department of Agriculture and Rural Development.

The Michigan Department of Agriculture and Rural Development (MDARD) is asking freight carriers, warehouse workers and delivery drivers to be on the lookout for invasive spotted lanternfly after the United States Department of Agriculture (USDA) confirmed dead spotted lanternfly insects were found in Michigan in recent weeks. While the specimens found were dead, these cases demonstrate one of the many ways this insect could find its way into the state. There is no evidence of established populations of spotted lanternfly in Michigan.

If you find a spotted lanternfly egg mass, nymph or adult, take one or more photos, make note of the date, time and location of the sighting, and report to the Michigan Department of Agriculture and Rural Development, MDA-Info@Michigan.gov or call MDARD's Customer Service Center, 800-292-3939. Michigan's Invasive Species Program.

If your leisure-time plans include boating or fishing in Michigan, recent changes in Michigan’s Natural Resources and Environmental Protection Act (NREPA) may affect you. Beginning March 21, watercraft users in the state are required to take steps to prevent the spread of aquatic invasive species. Also, anyone fishing with live or cut bait or practicing catch-and-release fishing will need to take precautions to limit the movement of invasive species and fish diseases.

Michigan Department of Natural Resources.

For landscapes plagued by autumn olive or entangled in oriental bittersweet, a new website offers help identifying and managing woody invasive plants like these. WoodyInvasives.org, developed by the Woody Invasives of the Great Lakes Collaborative, contains a wealth of information about how to distinguish woody invasive species from similar beneficial plants, an interactive map showing how these species are regulated by Great Lakes jurisdictions, detailed management approaches and noninvasive woody plant ideas for gardeners and landscape designers. "We developed the WIGL Collaborative website to help people learn to identify the woody invasive plants around them and to feel empowered to start controlling them on their properties or in their favorite green places," said Clair Ryan, coordinator of the Midwest Invasive Plant Network, the organization leading the effort.

North Carolina Wildlife Resources Commission.

The N.C. Wildlife Resources Commission has unveiled a new online reporting tool for people to report any sightings of feral swine or their damage to the agency. Feral swine, also called wild boar and feral hogs, are an invasive species that cause significant damage to plant communities and wildlife habitat, prey on native wildlife, compete with native species for limited food and clean water resources and potentially spread diseases that pose substantial risk to livestock, wildlife, humans and pets. Commission biologists, along with other members of the N.C. Feral Swine Task Force, are seeking information from the public to better understand the distribution and abundance of feral swine across the state, and to estimate type and extent of damages they are causing, including damage to agricultural crops, timber, wildlife habitats, landscaping and others.

Reported sightings will help members of the task force determine priority areas where they can focus management efforts. Education and outreach events, technical assistance staff, loaner traps, and other control measures will be focused in areas of greatest need. Pennsylvania Department of Agriculture.

Pennsylvania Agriculture Secretary Russell Redding today announced that twelve counties have been added to Pennsylvania's Spotted Lanternfly quarantine zone ahead of the 2020 spring hatch. With this addition, the quarantine (PDF | 506 KB) for this invasive pest is now at 26 counties. The new dozen counties are not completely infested, but rather have a few municipalities with a known infestation (PDF | 803 KB) which led to a quarantine being placed on the entire county out of an abundance of caution. Allegheny, Beaver, Blair, Columbia, Cumberland, Huntingdon, Juniata, Luzerne, Mifflin, Northumberland, Perry, and York have been added to the quarantine for 2020.
