USDA. Animal and Plant Health Inspection Service.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is expanding the Phytophthora ramorum (P. ramorum) quarantine area in Del Norte County, California. APHIS is taking this action in response to the confirmation of P. ramorum in the county on September 19, 2020. The California Department of Food and Agriculture has established an intrastate quarantine for the areas in Del Norte County that mirrors the federal regulatory requirements as specified in 7 CFR 301.92.

P. ramorum is the pathogen that causes sudden oak death, ramorum leaf blight, or ramorum dieback. Sudden oak death was first reported in 1995 on tan oak in Mill Valley, Marin County, California. Through ongoing surveys, APHIS continues to define the extent of the pathogen's distribution in the United States and uses quarantine areas and public outreach to limit its artificial spread beyond infected areas. Details on APHIS-designated P. ramorum quarantine and regulated areas and the conditions to move regulated articles are in 7 CFR 301.92 and at the APHIS website.

USDA. Animal and Plant Health Inspection Service.

Effective September 30, 2021, the Animal and Plant Health Inspection Service (APHIS) and the California Department of Food and Agriculture (CDFA) established an Oriental fruit fly (Bactrocera dorsalis or OFF) quarantine in the San Jose area of Santa Clara County, California. This action is in response to the confirmed detections of six adult male OFF from the San Jose area by CDFA between September 13 and September 24, all from traps in various types of fruit trees in residential areas. By October 4, CDFA confirmed the seventh male OFF in the vicinity of the earlier finds, which expanded the quarantine further. The establishment of this quarantine area is reflected on the APHIS website, which contains a description of all current Federal fruit fly quarantine areas.

USDA. Animal and Plant Health Inspection Service.

Effective immediately, the Animal and Plant Health Inspection Service (APHIS) is removing a portion of Harris County within the Braeswood area of Houston, Texas, from citrus canker regulations. The successful partnership between APHIS and the Texas Department of Agriculture (TDA) has resulted in a citrus canker-free status in this area since 2016.

On May 20, 2016, APHIS confirmed the positive identification of citrus canker in two adjacent sour orange trees in a city park in the Braeswood area of Houston, in Harris County, Texas. TDA removed and destroyed both positive citrus canker trees. TDA established an intrastate quarantine area for citrus canker that paralleled the federal citrus canker regulatory requirements specified in 7 Code of Federal Regulations (CFR) 301.75. APHIS completed a comprehensive delimiting survey around the area and found no additional citrus trees positive for citrus canker within the survey area. The removal of this quarantine area is reflected on the APHIS website, which also contains a description of all the current federal citrus canker quarantine areas.

Effective December 17, 2021, the Animal and Plant Health Inspection Service (APHIS) is removing the light brown apple moth (LBAM), Epiphyas postvittana, quarantine in California and Hawaii. APHIS is reclassifying LBAM as a non-quarantine pest, removing all areas under quarantine, and removing movement restrictions on LBAM host material.

When APHIS first confirmed detections of LBAM in the United States in 2007, the best science available indicated that this moth would be a pest of economic significance. In response, APHIS and the California Department of Food and Agriculture (CDFA) developed an eradication program. Over time, however, it became clear that the moth’s impact was not as significant as expected.

Washington State Department of Agriculture.

The Asian Giant Hornet Public Dashboard shares detection and trapping data. Citizen scientists were able to view detections in real time, including the number of reported sightings and number of hornets confirmed by type. Coordinating this information provided input on future trapping and demonstrated the benefit of collaboration with citizen scientists. WSDA has indicated that citizen data sharing and bottle trapping efforts are crucial to protect Washington from this invasive species.

University of Kentucky. College of Agriculture, Food, and Environment.

The Asian longhorned tick, which preys on a variety of hosts including humans and wild and domestic animals, has been found in Kentucky. This new tick is known to attack animals in large numbers and will be a concern to livestock producers, wildlife enthusiasts and pet owners. The tick has been found in small numbers on elk in Martin County and black bear in Floyd County. It was found in large numbers on a bull in Metcalfe County in the south-central part of the state. Individuals who find a usually large number of ticks on their pet or livestock should contact their local veterinarian. Those who find single ticks they think might be an Asian longhorned tick should work with their county extension agent for agriculture and natural resources to submit the sample to UK entomologists for positive identification.

California Department of Food and Agriculture.

A state exterior quarantine has been declared to prohibit the introduction of the spotted lanternfly (SLF), Lycorma delicatula, into California. Spotted lanternfly was first detected in North American in 2014 in Pennsylvania and has now spread to nine states. The quarantine prohibits the entry into California of SLF, its host plants, and a variety of articles, including conveyances, originating from any area where an SLF infestation exists.

California Department of Fish and Wildlife.

The goals of the California Invasive Species Action Week (CISAW) are to increase public awareness of invasive species issues and promote public participation in the fight against California's invasive species and their impacts on our natural resources.

Prevention is the most effective strategy in managing invasive species. However, hundreds of invasive plants and animals have already established in California and are rapidly spreading each year. These invaders are negatively impacting our waters, our native plants and animals (some of them rare, threatened, or endangered), our agriculture, our health, our economy, and our favorite recreational places. Help us celebrate California's Invasive Species Action Week, and more importantly, help stop the spread of invasive species, by volunteering to take action.

Texas Parks and Wildlife Department.

The Texas Parks and Wildlife Department is proposing changes to regulations regarding harmful or potentially harmful fish, shellfish and aquatic plants. The proposed changes significantly reorganize the existing rules to enhance accessibility, meet the changing needs of the regulated community, and address current and potential future threats posed by these exotic species. The proposed rules will be published in the Texas Register no later than Friday, Oct. 2. At that time, comments on the changes can be provided on the TPWD public comment page until Monday, Nov. 9. The TPW Commission will take public comment on the proposed changes at their meeting on Tuesday, Nov. 10 in Austin. The cactus moth has a wingspan of only about an inch, but this invasive insect has the potential to cause largescale agricultural and ecological devastation in Texas, according to the first study of cactus moths in Texas. Researchers at The University of Texas at Austin's Invasive Species Project based at Brackenridge Field Laboratory in Austin have found that four native species of prickly pear cactus — and the species that rely on them — face a serious health threat from the moth.

California Department of Fish and Wildlife.

Multiple federal, state and local agencies have been notified of an invasive algae species discovered in Newport Bay, California. The algae, which is native to Florida and other subtropical and tropical locales, is scientifically known as Caulerpa prolifera. It can grow quickly, choking out native seaweeds and potentially harming marine life through lost habitat.

A similar species of invasive algae, Caulerpa taxifolia, was identified in California in 2000 and was successfully eradicated through a comprehensive joint local, state and federal effort in 2006. Due to the similarity between these two species, scientists believe this algae species may pose a serious threat to our local coastal ecosystems.

However, it is imperative that the public avoid contact with the plant due to its extreme ease of recolonizing from just tiny fragments. If you believe you have seen this invasive algae, please complete a Suspect Invasive Species Sighting Report: Invasive Algae - Caulerpa prolifera. Please do not collect a specimen, as this may lead to further spread.

Texas Parks and Wildlife Department.

The Texas Parks and Wildlife Department (TPWD) received a report in late June that an invasive silver carp had been spotted in Choctaw Creek, a Texas tributary of the Red River approximately 15 miles downstream from Lake Texoma. "These are the first reports of silver carp from Texas waters, although they have previously been found in other areas of the Red River including just downstream from Lake Texoma in Oklahoma waters in 2019," said Dan Bennett, TPWD fisheries management biologist. "Invasive carp pose a significant risk to Lake Texoma’s ecosystem and boaters and there is adequate flow and upstream river area for them to become established and reproduce in the lake if introduced."

Anyone who catches either silver or bighead carp in Texas waters is asked to report the sighting with location information and photos to AquaticInvasives@tpwd.texas.gov. Silver and bighead carp are prohibited exotic species in Texas and must be killed upon possession by beheading, gutting, gill-cutting or other means or placed on ice. Neither species can be possessed live.

Idaho watercraft inspectors have identified zebra mussels on a commercially hauled sailboat destined for Lake Coeur d’Alene in the state’s northern panhandle, marking the first time the invasive species has been found live this year.

Montana Department of Natural Resources and Conservation. Montana Invasive Species Council.

The Montana and Washington invasive species councils have joined forces to stop wild pigs from crossing borders. The two councils issued a report with recommendations and best management practices aimed at helping federal, state, provincial and local landowners manage wild pigs in the western United States and Canada. "Wild pig populations are expanding in the western provinces of Canada and in the United States." said Stephanie Criswell, coordinator of the Montana Invasive Species Council. "We are at a unique point in time where we can work together to prevent Canadian wild pigs from spreading across borders into unaffected states like Montana."

In early 2020, the two invasive species councils convened a working group of more than 40 federal, state and Canadian feral swine experts to discuss challenges and opportunities to prevent feral swine along interstate and international borders. Finalized this month, the report includes 22 recommendations that address five strategic areas of feral swine management. Recommendations include standardizing communications to the public, expanding monitoring networks by partnering with non-traditional organizations such as hunting groups, and formalizing notification protocols for reports that will be shared between state and provincial authorities along the international border. A parasitoid wasp that is the natural enemy of a fly known as the spotted-wing drosophila could be a good friend to growers. Washington State University researchers recently confirmed the discovery of the potentially beneficial wasp in the United States for the first time. The drosophila flies cause major damage to several Washington crops, especially sweet cherries and berries. The wasp, which lays its eggs in the flies, could be a means of controlling their spread.

Asian giant hornet is the world's largest species of hornet. In December 2019, WSDA received and verified four reports of Asian giant hornet near Blaine and Bellingham. These are the first-ever sighting in the U.S. Canada had also discovered Asian giant hornet in two locations in British Columbia in the fall of 2019. If it becomes established, this hornet will have serious negative impacts on the environment, economy, and public health of Washington State. If you think you may have spotted an Asian giant hornet, report it to WSDA's Pest Program and, if possible, include a photo.

DOD. USACE. Omaha District.

A draft integrated letter report and programmatic environmental assessment has been developed to determine the economic and environmental impacts of federal participation in state-managed watercraft inspection programs along the Upper Missouri River Basin in Montana, Wyoming, North Dakota, South Dakota and Nebraska. Public comments on the draft EA will be accepted until March 2, 2021.

The existing watercraft inspection programs are managed collaboratively by the states of Montana, Wyoming, North Dakota, South Dakota and Nebraska, where watercraft transported along highways are inspected for the presence of aquatic invasive species and decontaminated when detected. If approved, federal participation in the program would be cost-shared (50 percent) with each of the states, and would employ a regional strategy to identify locations that would provide the greatest likelihood of preventing the spread of aquatic invasive species to reservoirs operated and maintained by the Corps in the Upper Missouri River Basin.

Entomologists from the Washington State Department of Agriculture (WSDA) and the U.S. Department of Agriculture (USDA) have confirmed the first report of an Asian giant hornet for 2021. This is the first confirmed report from Snohomish County and appears to be unrelated to the 2019/2020 Asian giant hornet introductions in Canada and Whatcom County.

In 2020, half of the confirmed Asian giant hornet sightings in Washington and all of the confirmed sightings in Canada came from the public. Every suspected sighting in Washington State should be reported to the Washington State Department of Agriculture online at agr.wa.gov/hornets, by emailing hornets@agr.wa.gov, or calling 1-800-443-6684. Suspected sightings in other areas should be reported to the state or province where it suspected hornet was observed.
