Chronic Wasting Disease Herd Certification Program and Interstate Movement of Captive Deer and Elk

SUMMARY: The U.S. Department of the Interior, on behalf of the interdepartmental National Invasive Species Council, proposes to appoint new members to the Invasive Species Advisory Committee (ISAC). The Secretary of the Interior, acting as administrative lead, is requesting nominations for qualified persons to serve as members of the ISAC.
DATES: Correction: Deadline for submitting nominations is Thursday, Jan 15, 2004 (45 days after notice published). Nominations with a postmark of Jan 15, 2004 will be accepted.

Control of Communicable Diseases; Restrictions on African Rodents, Prairie Dogs, and Certain Other Animals

AGENCIES: Centers for Disease Control and Prevention, Food and Drug Administration (HHS).
ACTION: Interim final rule; opportunity for public comment.
SUMMARY: The Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA) are issuing this interim final rule to amend their regulations to establish new restrictions and modify existing restrictions on the import, capture, transport, sale, barter, exchange, distribution, and release of African rodents, prairie dogs, and certain other animals. We are taking this action to prevent the spread of monkeypox, a communicable disease, in the United States.

Hydrilla; Availability of an Environmental Assessment and Finding of No Significant Impact

Emerald Ash Borer; Quarantine and Regulations

SUMMARY: We are quarantining 13 counties in Michigan because of the emerald ash borer and restricting the interstate movement of regulated articles from these quarantined areas. This action is necessary on an emergency basis to prevent the artificial spread of this plant pest from infested areas in the State of Michigan to noninfested areas of the United States.
DATES: This interim rule was effective Oct 08, 2003. We will consider all comments that we receive on or before Dec 15, 2003.

Environmental Assessment for the Management of Mute Swans in the Atlantic Flyway

SUMMARY: The U.S. Fish and Wildlife Service (the Service) published a Finding of No Significant Impact (FONSI) and Final Environmental Assessment (FEA) for the Management of Mute Swans in the Atlantic Flyway on Aug 07, 2003. The Service is withdrawing those decision documents. Effective immediately, these documents will not be used to support the issuance of depredation permits authorizing the take of mute swans (Cygnus olor) under the Migratory Bird Treaty Act (MBTA). No new mute swan depredation permits will be issued pending completion of further review under the National Environmental Policy Act (NEPA).

Standards for Living Organisms in Ship's Ballast Water Discharged in U.S. Waters

SUMMARY: Under the direction of the National Invasive Species Act, and the National Environmental Policy Act, the Coast Guard seeks consultation with all interested and affected stakeholders to discuss issues to be addressed in the programmatic environmental impact statement for the development of ballast water discharge standards as stated in the Sep 26, 2003, Federal Register (68 FR 55559).

SUMMARY: This notice announces the availability of EPA's Decision Documenton on a petition for rulemaking seeking repeal of a regulation that excludes vessel ballast water discharges from Clean Water Act permit requirements. Today's notice makes that Decision Document publicly available and announces EPA's denial of the petition.

Finding of No Significant Impact and Final Environmental Assessment for the Management of Mute Swans in the Atlantic Flyway

SUMMARY: The U.S. Fish and Wildlife Service (Service) has prepared a Finding of No Significant Impact (FONSI) and a Final Environmental Assessment (FEA) for the management of mute swans (Cygnus olor) in the Atlantic Flyway. The specific Service action under the preferred alternative of integrated population management will be the issuance of migratory bird depredation permits authorizing the take of up to 3,100 mute swans annually.
