Injurious Wildlife Species; Snakeheads (family Channidae)

SUMMARY: The U.S. Fish and Wildlife Service adds all species of snakehead fishes in the Channidae family to the list of injurious fish, mollusks, and crustaceans.

SUMMARY: The USDA Forest Service will prepare an environmental impact statement (EIS) to amend Forest Plan direction to enhance our ability to protect native ecosystems from invasive, non-native plants. This action will build on the Region's existing program by improving our ability to prevent the introduction of invasive plant species, improve detection and rapid response to new infestations, and control of existing populations.
DATES: Comments concerning the scope of this analysis should be received no later than Sep 30, 2002.

SUMMARY: The U.S. Fish and Wildlife Service proposes to amend 50 CFR 16.13 to add snakeheads (family Channidae) to the list of injurious fish, mollusks, and crustaceans. This listing would have the effect of prohibiting the interstate transportation and importation of any live animal or viable egg of snakeheads into the United States.

Availability of an Environmental Assessment

SUMMARY: We are advising the public that an environmental assessment has been prepared by the Animal and Plant Health Inspection Service relative to the control of yellow starthistle, Centaurea solstitialis (Asteraceae). The environmental assessment considers the effects of, and alternatives to, the release of a nonindigenous rust fungus, Puccinia jaceae var. solstitialis (Urendinales), into the environment for use as a biological control agent to reduce the severity of yellow starthistle infestations. We are making this environmental assessment available to the public for review and comment.

Asian Longhorned Beetle; Addition to Quarantined Areas

ACTION: Affirmation of interim rule as final rule.
SUMMARY: We are adopting as a final rule, without change, an interim rule that amended the Asian longhorned beetle regulations to include additional quarantined areas in Illinois and New York. As a result of the interim rule, the interstate movement of regulated articles from those areas is restricted. The interim rule was necessary to prevent the artificial spread of the Asian longhorned beetle to noninfested areas of the United States.
EFFECTIVE DATE: The interim rule became effective on Nov 02, 2001.

Phytophthora Ramorum (Sudden Oak Death); Quarantine and Regulations

SUMMARY: We are quarantining 10 counties in the State of California and a portion of 1 county in the State of Oregon because of the presence of Phytophthora ramorum and regulating the interstate movement of regulated and restricted articles from the quarantined area. This action is necessary on an emergency basis to prevent the spread of P. ramorum to noninfested areas of the United States.
DATES: This interim rule is effective Feb 14, 2002.
