Executive Order 13112 calls for the creation of a Federal Advisory Committee to provide information and advice for consideration by the Council. The ISAC is composed of thirty-two stakeholders from state organizations, industry, conservation groups, scientists, academia and other interests.

The members serve two-year terms. Listed below are the ISAC members who served on the second term of the advisory committee.
